Rainsville Approves Tax Abatements for RTI

RAINSVILLE, Ala.-- (Full Video on Southern Torch Facebook) The Rainsville City Council held its regularly scheduled meeting on Monday, November 7.

Pam Clay, with the DeKalb County Economic Board, addressed the Council on the proposed  RTI Tax Abatement Resolution. In January 2020, The Rainsville City Council approved an abatement of non-educational sales & use taxes and non-educational property taxes for a capital investment project for the purchase of new manufacturing and non-manufacturing equipment.

Since that time, the company has continued its initial project but realized that there were additional capital investments required.

It is due to this that, the company requested an amendment to January 2020 abatement to allow for the addition of a second phase.

The total capital investment for Phase 1 and Phase 2 will be $22,013,061. 

With the passing of the Resolution, and entering into an Abatement Agreement, eligible non-educational sales & use and non-educational property taxes are abated. 

Abated sales & use taxes for the  City of Rainsville will include both Phase 1 and Phase 2 and are approximately $453,975. 

The non-educational property taxes to be abated are approximately $152,400 to be taken over a 10-year period.

The following Resolutions were passed in the meeting:

  •  Resoultion 11-17-2022 (A) which abated taxes for RTI. 
  • Resolution 11-07-2022 (B) which will surplus unused cameras and DVR equipment. 
  • Resolution 11-07-22 ( C) or ADECA Sewer Rehabilitation Grant Resolution which will provide $500,000 to upgrade lines, and manholes and connect new customers to the system. The American Rescue Plan funds will add another $200-250,000.   
  • Resolution 11-07-2022 (D) which will surplus dispatch furniture
  • Cameras on City Property—Resolution 11-07-2022 (E) which address the cameras on city property, location, and who has access to those.  The Council will place the central command location inside the Rainsville City Police Department. 

The Council approved the Scott Ave (Hwy 35) Pump Station Upgrade with an estimated cost of  $405,600.00  which will be paid for with American Relief funds. 

The Rainsville Police Department received grants for active shooter equipment and a license plate reader.

The Rainsville Fire Department received a grant for a Kubota RTV/Trailer. 

In other business, the Rainsville City Council approved:

  • Moved Cameron Gass from Part-Time Sanitation Driver to Full-Time—Effective 10-28-2022  at a rate of $16.10 per hour
  • Gave Sanitation Supervisor, Jimmy Brooks the authority to purchase garbage cans when inventory is less than 30 cans.
  • Purchased (100) Garbage Cans—Wastequip $6,950.00
  • Purchased (6) 8 Yd Dumpsters—Wastequip $7,164.00
  • Purchased (7) 4 Yd Dumpsters—Wastequip $5,467.00
  • Purchased (30) Garbage Can Lids/Hinges—Wastequip $840.20
  • Replaced Existing Drainage Pipe on Shankles Road at a cost of $30,000. Mattox Excavating $8750.00/City of Rainsville $21,250.00 
  • $500.00 Sponsorship to Plainview Volleyball
  • $500.00 Sponsorship to Plainview Cross Country
  • 9-Month Extension 0n TAP—Sidewalk Project
  • Deposit paid to Boys in the Band for Freedom Fest in the amount of $3,000
  • Added Kay Guffey as an Alternate on the Special Exception Board
  • Repairs at the Waste Water Treatment Plant in the amount of $4,970 by Wilks & Sons Trenching & Plumbing 

The next meeting of the Rainsville City Council will be held on November 21, beginning with at work session at 4 pm and a regular session at 4:30.
