FP to Seek Master Plan for Sports Complex

FORT PAYNE, Ala.-- (Full video on Southern Torch Facebook Page) The Fort Payne City Council held their regularly scheduled meeting on Tuesday, October 5.  

The Council discussed concession stand plans for the new soccer fields. They decided to give architect Joe Leonard permission to proceed with a set of plans that the Council would put out for construction bids. They agreed that the concession stand would be a multi-level concession stand in the price range of  $600-700,000.

A motion was made to give Joe Leonard authority to design a master plan for the Soccer/Sports Complex project.  Councilmember Phillip Smith stated that not having a master plan for what will be a 30-40 million dollar project was similar to “deciding to go on vacation and get in the car and ask where are we going, and saying we are just going to drive until we get there.” The motion passed for the architect to draw up a master plan with a 3-2 vote, with Councilmembers Walter Watson and Johnny Eberhart voting against. 

The Council also approved the purchase of lights, controllers, and poles for the soccer field before there was an increase at the first of the year.  They will put out installation bids at a later date. 

A Public Hearing was scheduled for November 2nd to receive public comments on the proposed rezoning of 2.17 acres located at 1509 Adamsburg Road East and owned by Eddie Burt from C-4 (General Business District) to R-F (Rural Farm).

The following Ordinances and Resolutions were passed:

  • Ordinance 2021-14, amending the personnel policy to reflect the (2) days for Christmas, (2) New Year, and Juneteenth.
  • Resolution 2021-33, granting tax abatements to Plasman ALA, LLC- Plasman’s ten-year tax abatement was near completion and they are seeking an abatement for expansion that will generate 55 new jobs. The sales tax and non-educational taxes will be abated. DeKalb County Economic Director, Jimmy Durham, informed the Council that the company employed over 252 people and brought over 27.3 million in revenue to Fort Payne. The abatement for expansion was approved. 

The City forwarded a notice of claim,  in the death of Makayla Ross, to the City’s insurance carrier.

The following Activity Permit was granted: 

  • DeKalb Animal Hospital, Halloween Event for the Clinic, Saturday, October 30th from 2:30 p.m. until 5:00 p.m. at the Rotary Pavilion

The Council went into Executive Session to discuss contract negotiations.
